How domestic violence perpetrators manipulate systems

Domestic violence perpetrator manipulation of systems is a critical problem that undermines responses to family violence and deeply impacts adult and child survivors in many ways. Perpetrators manipulate systems to bolster their own power and abuse and to control adult and child survivors further.

This report outlines the types of systems perpetrators may manipulate, how they may do this, and ways in which this behaviour can be addressed.

Choose to change (Toolkit)

These resources are for men who are worried about their behavior toward their loved ones. The Choose to Change Toolkit describes a four-step process to assist men in developing strong, safe support networks to help them interrupt their violence and increase safety for other family members. It includes a professionals booklet, information for partners, and information for network contacts.

Chronologies progress: ASP Joint Inspection Reports (August 2024-March 2025)

This provides a snapshot of evidence about chronology improvement based on a quick review of ASP Joint Inspection Reports published between August 2024 and March 2025, plus an Overview Report from 2024. Key messages and examples of good practice are included, illustrating improvements seen in chronology practice, alongside priorities for future work.

Learning Review: Adult O (East Ayrshire)

This review relates to the care and protection arrangements for Adult O, age 81. Adult O lived alone and died from injuries caused by a house fire in the early hours of the morning on 22 February 2022, following a visit to the Emergency Department the day before.

Themes and learning points in this review include:

* joint working and clarity of roles/responsibilities

* self-neglect

* the right to protection versus the right to self-determination

* the role of housing.

Learning Review: McCulloch Case (Highland)

This review was commissioned by the Highland Adult Protection Committee (APC) in August 2021. It relates to the care and protection arrangements for three brothers, Hugh, David and Roderick McCulloch.

Themes and learning points in this review include:

* the existence of a Power of Attorney in an ASP investigation

* financial harm

* participation of family members in an ASP investigation

* use of Large Scale Investigation to investigate a perpetrator in the community.

Learning reviews for children and adults in Scotland: Summary report (Care Inspectorate)

This report is a joint national overview of learning review activity. Data in this report is drawn from learning review notifications from 19 adult protection committees (APCs) and 15 child protection committees (CPCs).

During the reporting periods, fifteen learning review reports were submitted to the Care Inspectorate for children and young people and thirteen for adults.

Learning and Development Practitioners: Their Experience of Sharing ‘Understanding Age in Adult Support and Protection Legislation and Child Protection Guidance’

Following on from the Understanding Age report, an online session brought together Learning and Development (L&D) colleagues to understand how they disseminate the resource in their local areas. This report captures their thoughts and experiences, offering insights into the practices - and challenges - of embedding new knowledge within local areas.

Scottish Mental Health Law Review: Our response

The Scottish Mental Health Law Review (SMHLR) was commissioned in 2019. It was tasked with considering ways to better realise and protect human rights through Scotland's mental health, incapacity and adult support and protection legislation. The Review also looked at ways to remove barriers to care and support for people currently covered by the legislation. The Review’s final report was published in September 2022 and recommends a series of changes to legislation. It also proposes a range of changes to policy and practice in the short, medium, and longer term.
