This guidance describes what is meant by hoarding, the types of behaviour exhibited, and what the impact may be on the individual and those around them. It outlines three broad approaches to addressing hoarding behaviour (single agency response, formalised multi-agency complex case management, and investigations under the Adult Support & Protection (Scotland) Act 2007).
The guidance outlines the risks to the individual and others, the steps that may be taken to mitigate these risks and outline the support available, both to the individual but also to the member of staff trying to assist an adult or tenant.
The guidance was been developed by a multi-agency working group with representatives from Renfrewshire Council, Renfrewshire Health and Social Care Partnership, Scottish Fire and Rescue and Scottish Ambulance Service.
